Should full access to the internet be a fundamental right?

A fundamental human right is a right that one has as from birth because of being born human and it is inalieniable. It is inherent and inseperable from a human being. The internet is a technical reality, it is not a something someone is born with. The right of access to information is considered a fundamental human right. However it can be restricted under certain conditions. Access to internet does not imply access to information and vice versa. Information can be made accessible in many other ways as it was before. And as access to information can be limited, so can access to the transmission of information be limited. Technically and legally.
